Selling Later: Liquidity, Exit Costs, and Repatriating Proceeds

The Short Answer
Selling a completed Dubai property is legally quick. Once the paperwork is in order, the DLD trustee office can transfer title the same day, and the DLD sets no minimum holding period and no capital gains tax. The slow and uncertain parts are finding a buyer and, for off-plan units, getting the developer's consent.
On a cash-held AED 2.2 million sale, the seller's own costs are about 2.1% of the price. That covers an assumed 2% + VAT agent fee and a developer NOC fee of AED 500. The 4% DLD transfer fee is legally split 2%/2% but, by market practice, paid by the buyer. A mortgaged sale adds the bank's early-settlement fee and the DLD's mortgage-release fees, about 2.6% in total.
The bigger number is the round trip. Buying and selling a AED 2 million resale apartment costs enough that the price needs to rise about 9% before you break even, ignoring rent. Dubai property is a hold, not a trade.
What does selling a Dubai property involve, step by step?
A Dubai resale moves through five checkpoints:
-
Listing and agency agreement. The DLD's investor guide requires its standard broker-appointment form when a broker represents a party (commonly called Form A on the seller's side).
-
Sale agreement (Form F). The DLD's investor guide says the parties must use the standard Form F contract. They may add their own terms if those don't conflict with it. The buyer typically pays a deposit held by the agent; the amount and terms sit in Form F.
-
Developer NOC. In freehold areas the developer issues an electronic no-objection certificate through the Dubai REST app, confirming service charges are paid.
-
Mortgage release (if any). The seller's bank issues a liability letter. The outstanding balance is paid by manager's cheque at transfer, and the DLD registers the release.
-
Transfer day. Buyer and seller, or their attorneys, attend a trustee office with passports, the title deed, the NOC and the payment cheques. The DLD issues the new title deed electronically.
A non-resident seller can complete all of this through a power of attorney. Under DLD Circular No. 29/R/2025 of 16 July 2025 (as summarised by Dubai law firms), a POA issued outside the UAE must be dated within two years of submission, notarised, legalised by a UAE mission and attested by the UAE foreign ministry, and must name the specific act, such as "sale of real estate". Sale proceeds go by manager's cheque in the owner's name, or to the attorney only against a receipt stating it is received for the owner. Plan the POA before you list.
What does it cost to sell?
The DLD's investor guide quotes AED 500 for a NOC. Confirm the figure with your developer when you apply.
Worked example: a five-year hold
Assumptions (illustrative):
-
bought for AED 2,000,000 as a completed resale unit, paying AED 128,010 in purchase costs (from article 1)
-
sold after five years for AED 2,200,000, a 10% nominal rise
-
agent fee of 2% + VAT
-
NOC fee of AED 500
On the cash case, a AED 200,000 price gain shrinks to about AED 25,000 after buying and selling costs. The break-even sale price is about AED 2.17 million, a rise of roughly 8.7%. Rent, not the price gain, is what has to carry a short hold.
Can I sell an off-plan unit before handover?
Usually yes, but on the developer's terms, not just the market's. Before handover you hold an Oqood registration, not a title deed. Resale needs the developer's consent and NOC, and many SPAs only allow it once a minimum share of the price has been paid. That threshold and the NOC fee differ by developer, so read your SPA's assignment clause before relying on an early exit.
When an off-plan unit is resold, the buyer typically takes over the remaining payment plan. The DLD still charges the 4% on the resale, plus the developer's fees. Off-plan resale prices are also set against the developer's own current launch prices, which can be discounted or sweetened with payment plans. That competition is a real liquidity risk in a slowing market.
How long does a sale take?
The legal transfer is quick: the DLD guide says transfers can complete the same day if documents are in order. The time it takes to find a buyer is not published in a form we could verify, and it varies with price point, building and market phase. Allow several weeks for buyer finance if your buyer uses a mortgage, and allow for NOC and bank liability-letter processing. Where both sides need a bank, a mortgage-to-mortgage sale is the slowest route.
How do I bring the proceeds home?
The trustee office pays you by manager's cheque in your name. That normally means depositing it into a UAE bank account in your name and then wiring the money out. Keep:
-
the title deed and transfer documents
-
the Form F
-
the settlement statement
-
your original purchase records
Your home bank may ask for source-of-funds evidence on the incoming wire. The purchase-side paper trail (see our money-transfer article) becomes your proof.
The UAE does not tax an individual's capital gain on residential property. Your home jurisdiction may. These are tax-adviser questions, and we have not verified home-country treatment for this page.
When is Dubai property hard to sell?
-
Branded, ultra-luxury or very large units. These have a narrower buyer pool.
-
Buildings with high service charges. Buyers price these in, as our net-yield research shows.
-
Off-plan units in projects with heavy remaining developer stock, or with a developer discounting its own inventory.
-
Units with disputes, unpaid service charges or an expired POA. Any of these blocks the NOC or the transfer.
-
Forced sellers in a falling market. There is no published "time on market" statistic we could verify to size this.
Frequently Asked
Do I pay capital gains tax in Dubai when I sell?
No. The UAE does not tax individuals' gains on residential property, though your home country may, so take tax advice.
Who pays the 4% DLD fee on a resale?
In practice, the buyer. The law sets 2% each, "unless agreed otherwise", and market practice assigns the full 4% to the buyer.
Can I sell from Singapore without flying to Dubai?
Yes, through a UAE-recognised power of attorney. A POA issued outside the UAE must be dated within two years and legalised, under DLD Circular 29/R/2025.
Can I sell my off-plan unit before completion?
Usually, but only with the developer's consent. Many SPAs require a minimum share of the price to be paid first; check yours.
How do I get the money back to Singapore or Malaysia?
Deposit the trustee's manager's cheque into a UAE account in your name and wire it out, keeping the purchase and sale records for your home bank.
